Speeding police minister demot

ALAN Carpenter's West Australian Government is facing its first crisis after revelations last night that his police minister had not paid speeding tickets, had had his licence suspended as a result and had smashed his ministerial car while unlicensed.
The Premier yesterday demoted the controversial John D'Orazio, stripping him of his police and justice ministries, and said his decision not to sack him was "line-ball".

But in a move that is likely to create further political upheaval, Mr Carpenter kept Mr D'Orazio in cabinet, redistributing his portfolios to other ministers and giving him a basket of minor portfolios.

Mr D'Orazio informed Mr Carpenter on Thursday night of the speeding fine and licence suspension and that he had smashed his ministerial Holden Calais last month, but the Premier allowed him to go ahead to make a major announcement of higher fines for speeding and other road offences on Friday.

Mr D'Orazio was described by Mr Carpenter only months ago as a "rising star".

Opposition Leader Paul Omodei said the move to demote Mr D'Orazio was laughably insufficient, saying he must be sacked "to ensure the community has confidence in the integrity of his ministers and his Government".

"Mr D'Orazio shouldn't just be pushed sideways ... Alan Carpenter can't keep defending the indefensible," he said.

Mr Omodei said the licence affair was only the latest case of misconduct involving Mr D'Orazio, noting that he had, as small business minister, failed to pay some of his own workers' superannuation.

"Mr D'Orazio doesn't pay his speeding fines. He didn't pay his employees' superannuation."

"There is only one law for the people of Western Australia. There is not a separate one for John D'Orazio."

The Premier's failure to sack his minister is likely to cause unrest among his own back bench.

Political sources said many in the Labor caucus, which meets today, believe Mr D'Orazio is too much of a liability for the Government and should resign.

Mr D'Orazio has also admitted to organising a meeting between a carpet merchant and council employee in his office.

The transaction was the subject of a state Corruption and Crime Commission inquiry, in which Mr D'Orazio was referred to by flamboyant CCC lawyer Patti Chong as "the godfather".

Mr D'Orazio, who has always denied the claims, escaped without an adverse finding from the CCC, but Mr Carpenter admitted yesterday that "quite clearly, he has some baggage right now".

Mr Carpenter said he came to the view that his transgression "has not justified his total dismissal from the cabinet", although it was not appropriate for him to continue in his portfolios.

Water Resources Minister John Kobelke will add Police to his portfolio and Women's Interests Minister Margaret Quirk will take on Justice.
