Police furious over £1bn merge

THE Government’s £1 billion plan to merge police forces has been scrapped, a Home Office minister admitted yesterday.

As chief constables and officials met to pick up the pieces, Tony McNulty, the Police Minister, said that cross-force co-operation, joint units and a federation of neighbouring forces might be the answer.

Chief constables are furious that the Government appeared to do nothing for months about dealing with potential cash problems, then dithered for two days before admitting grudgingly that the plan was dead.

The 43 forces in England and Wales were divided over the plans, but Cumbria and Lancashire were keen to go ahead.



On Monday, as The Times reported, the strategy collapsed. Mr McNulty had to tell Cumbria and Lancashire that there was no cash for council tax issues. Chief constables said that if two volunteer forces could not merge, there was little chance for others.

Speaking at a local government conference in London yesterday, Mr McNulty claimed that nothing had changed since John Reid, who replaced Mr Clarke as Home Secretary, announced a month ago that he was slowing down the merger process. No plans to enforce any mergers would go forward this summer, he said. “Are mergers going to go through one way or another? I think the definitive answer at the moment is no.”

Tony Blair said that the programme had not been binned. But David Cameron asked: “Hasn’t the Prime Minister been wasting police time?”
