Two ex-officers suing Massillo

Two former Massillon police officers who were fired last year for insubordination and misconduct filed a lawsuit Wednesday against the city and police chief, claiming they were terminated after complaining about sexual harassment and a pornography problem at the department.

Robert Boyd and Richard Siskie ``were subjected to unwelcome sexual harassment in the form of repeated degrading, obscene and sexually suggestive comments, photos, drawings and writings,'' the suit says.

The suit, filed in Stark County Common Pleas Court, also contends that the police computer system was ``infested with pornography'' and that pornographic magazines were kept in a drawer labeled ``Massillon Police Department Jail Supplies.''

Police Chief Robert Williams and other supervisors failed to fix the problem and even promoted it, the suit says.

Boyd and Siskie made similar allegations to the media when they were fired last August.

``Someone who stands up for professionalism and ethics on the job should not be retaliated against and lose their job,'' said Lee Plakas, attorney for Boyd and Siskie.

Plakas referred to the Massillon Police Department as a ``sexually charged Animal House.''

Williams and Massillon Law Director Pericles Stergios said Wednesday that they aren't surprised that a suit was filed, and repeated that the two officers were justly terminated.

They declined further comment because they hadn't seen the suit yet.

City officials have said the two officers were fired after the city compiled 11 internal charges against Boyd and 24 against Siskie. Those charges included Boyd's intentionally bumping into a restaurant worker with whom he had a sour relationship; the officers' lying to and disrespecting superiors; and Boyd's showing up 17 minutes late on a police call because he and Siskie were sitting together and talking at a restaurant.

Boyd, a former patrolman, had worked with the department since August 1998. Siskie, a former sergeant, had been with the department since May 1995.

The suit seeks monetary damages and the restoration of their jobs.

Plakas said neither Boyd nor Siskie are working in law enforcement now.
