The first step to resurrecting the idle Police Integrity Commission has been taken by Majlis, which today voted in four members to the independent institution.

Disciplinary cases against cop

NEW ORLEANS (AP) — A civil service examiner has thrown out 39 internal investigations by the New Orleans Police Department, saying the time limit for completing the cases against the officers had expired.

Civil Service Hearing Examiner Harry Tervalon Jr. ruled that the investigations, all started before Hurricane Katrina, were not completed within the mandated 60-day time limit and refused Superintendent Warren Riley's request for an extension.

Tervalon said an extension must be requested within 30 days of an investigation being started. The investigations were mostly administrative, the bulk of them for charges of missing court, losing equipment or failing to follow orders.

However, the list also included charges of using unauthorized force, filing a false report, failing to secure the safety of a juvenile and cursing a fellow officer.

Riley said the Public Integrity Bureau office had been hit by post-Katrina flooding and the department gave priority to more than 200 desertions by officers during the storm and its aftermath.

Sgt. Michael Glasser, president of the Police Association of New Orleans, said the leftover cases involved mostly minor allegations that should have been handled by an officer's supervisor.
