Suspects accuse police of tort

More complaints were made against armed offenders squad officers than members from any other section of Victoria police, a public hearing into assault claims against nine officers has heard.

Hartog Berkeley, QC, is presiding over an inquiry by the Office of Police Integrity into the Armed Offenders Squad, which was disbanded earlier this month.

Counsel assisting an inquiry into the squad, Garry Livermore, said there had been significantly more complaints against the armed offenders squad than against any other section of the force.

Mr Livermore said the hearing would focus on two cases of suspects who were "forced by threat and assaults to do the bidding" of the armed offenders squad.

The first case involved a suspect, identified as A102, who was arrested at a shopping centre carpark in suburban Dandenong on May 26, 2005.

A102 has been planning to commit an armed robbery with others, but had abandoned the idea, Mr Livermore said.

The suspect alleged he was assaulted at the time of his arrest, on the way to St Kilda Road police complex and during and between interviews at the AOS offices.

He alleged he was kicked, punched and pushed down stairs.

"On any analysis, (the allegations) would equate to a form of torture," Mr Livermore said.

A102 alleged the assaults were committed by AOS detectives Senior Constables Donna Louise Richardson, Darren James Richards and Darren Glenn Paxton.

He believed AOS officers were trying to get him to change a statement he had made two months earlier about a murder.

Mr Livermore said the officers who dealt with A102 had denied the assaults.
