Police say no corruption behin

Prague- Police investigators have found no corruption behind Prague's decision to purchase helicopters from Russia within the compensation of the Russian debt to the Czech Republic a few years ago, state attorney Ladislav Malovec said.
More than two years ago, the Czech Republic decided to buy helicopters instead of transport planes Ilyushins that had been considered before. The decision was challenged as unlawful by AKM, the company that represents Ilyushin in the Czech Republic.

"The case has been shelved, no crime occurred," Malovec said today.

He said he would re-examine the police decision, but is unlikely to cancel it as he had supervised the investigation since the very beginning.

In a complaint AKM Group executive Petr Wrona sent to the then Czech Defence Minister Miroslav Kostelka in the spring of 2004 he mentioned the pressure that "the Rostov mafia," that has a significant stake in Russia s helicopter production, exerted on Kostelka's aides.

One month later, an alleged Czech intelligence officer told TV Nova on condition of anonymity that there were bribes for the then deputy defence minister Jaroslav Kopriva and senior ministry official Jiri Marinek behind the aircraft deal reassessment.

"They took over $100,000," the alleged secret agent said.

Malovec said that the police failed to identify the alleged witness as TV Nova refused to disclose his name and none of the country's intelligence services said it has anything to do with the case.

Two years ago, Kopriva said that AKM Group's planned deal had failed through and therefore it was doing its utmost to make the ministry reassess its decision again and buy the Ilyushins.

"The Defence Ministry will not allow itself to be blackmailed in this way," Kopriva told CTK at the time.

According to Malovec, no corruption has been proved.

True, the decision about the Russian debt compensation was up to Kopriva, but he could not decide on whether helicopters or Ilyushins would be bought. This decision was made by chief-of-staff Pavel Stefka in harmony with military regulations, Malovec said.

Before, a commission of experts concluded that the Ilyushins' technical parameters are unsuitable for the Czech military, he added.

Originally the ministry planned to buy three large transport planes Antonov An-70 from Russia as Prague's future contribution to NATO's air transport capacity. Russia, however, announced that it is unable to supply Antonovs and offered Ilyushins Il-76MF instead.

The Czech ministry found the Ilyushins unsuitable and decided to buy up to 18 transport helicopters Mi-17 and up to 11 combat helicopters Mi-24 worth about $200 million altogether.
