Another top cop criticised

THE crisis in the NSW Police force has deepened, with another top officer's performance being seriously criticised.

The NSW Ombudsman has accused Assistant Commissioner John Carroll of misleading a parliamentary committee by providing it with "incomplete or wrong information''.

The Ombudsman also says Mr Carroll and other senior police appear to lack "a basic understanding of complaints handling in NSW Police''.

Mr Carroll is assistant commissioner for professional standards - the section once called internal affairs.

The Ombudsman's attack follows the scathing report into the way the State's top cops handled the Cronulla riots by former assistant commissioner Norm Hazzard, who was particularly critical of Assistant Commissioner Mark Goodwin.

Mr Goodwin took stress leave last week, saying Mr Hazzard's report was "fundamentally flawed and false in fact''.

The allegations against Mr Carroll are likely to put further focus on the management ability of senior police.

They stem from a review by a parliamentary committee into the bodies overseeing NSW Police. At present, the Police Integrity Commission and the Ombudsman fulfil that role.

But in August, Mr Carroll and his commissioner, Ken Moroney, told the committee the office of the Ombudsman was tying up police resources.

In their submission they said there was "one external oversight agency too many''.

They urged a lesser role for the office of the Ombudsman, which they accused of "micro-managing'' complaints.
