Nepal: CIAA files corruption case against police officers including former IGPs
The Commission for Investigation of Abuse of Authority (CIAA) has on Tuesday filed corruption case against 36 people involved in the Sudan scam.

The CIAA has registered a charge sheet accusing former and incumbent high ranking police officials and contractors involved in procurement of armored personnel carriers (APCs) and other logistics for Nepali peacekeepers in Darfur, Sudan.

It has been claimed that about Rs. 300 million was embezzled by the police officers. Accused follicle officers are former IGP Om Bikram Rana, Hem Bahadur Gurung and Ramesh Chand Thakuri.

Mission takes off for new-look

At the annual conference of Director Generals of Police (DGPs) on November 25, 2005, Prime Minister Manmohan Singh expressed his intention to set up a Police Mission, which would give a new outlook and vision to the police. Twenty-two days before the next DGPs’ conference, Union Home Minister Shivraj Patil today launched National Police Mission as envisaged by the Prime Minister.

The first meeting of the empowered steering group, comprising senior policemen and representatives from academia and business, deliberated upon inputs received from the experts and ways to transform the police into a modern, capable, responsive and people-friendly organisation.

University of Mumbai has offered to train policemen at its premises, as it has already been running academic courses for the Maharashtra Police.

Some of the specific issues that came up for discussion during the day-long session were self-esteem of policemen being low; insecurity among officers due to no fixed tenure; low pay-scale; and the training being more physically-oriented. The steering group decided to make sub-groups to prepare action plan on each specific issue and then work details of the implementation methodology.

Patil declared that a paper with the formal structure, goals, objectives and methodology of the Mission would now be framed for the consideration of the government.

“The Police Mission will act as a mirror for policemen, amending them wherever they err. Also, it will be a platform not only for suggestions for police reforms, it will also assess new types of crime and terrorism,” said a DGP who attended the meeting.
