KUALA LUMPUR: The proposed Special Complaints Commission was not what the 2005 royal commission into the police had asked for, Tun Mohamed Dzaiddin Abdullah said.

Chicago police officials are aware of corruption and misconduct in the department but aren't doing enough to stop it, according to a report from an expert on internal police affairs.

Lou Reiter, a former deputy chief of the Los Angeles Police Department, said Chicago officials have perpetuated "a practice of indifference" to corruption that "makes officers who engage in misconduct feel protected."

Reiter, who has advised about 1,000 police departments, completed his report this summer for two Bureau of Alcohol, Tobacco and Firearms agents who are suing the city of Chicago in federal court, the Chicago Tribune reported Wednesday.

Chicago police officials contend Reiter's criticism is based on limited knowledge of the department, and doesn't consider current policy reforms aimed at blocking corruption and abuse before it becomes a problem.

Pressure on the department to deal with corruption allegations has intensified in recent months. In July, two special prosecutors released a report claiming that officers under former Chicago Police Lt. Jon Burge tortured suspects in the 1980s.

And in September, four members of the Special Operations Section were charged with robbery, kidnapping and false arrests.

The ATF agents suing the city are a husband and wife who say their careers and credibility were attacked when they tried to blow the whistle on convicted former police officer Joseph Miedzianowski.

But instead of investigating Miedzianowski, internal affairs officials targeted them, the agents claim. It took years before the FBI was able to indict Miedzianowski on drug charges; he is serving a life prison term.

As part of the couple's lawsuit, former assistant U.S. attorney Brian Netols also testified that when he tried to prosecute 18 cases of alleged police corruption, he was met with a "blue wall of silence" - officers who resisted helping with investigations of each other.

Chicago police officials acknowledge there have been problems in the past but said they are intensifying efforts to root out corruption before it starts.

"Most large law enforcement agencies are struggling to identify poor performance issues," said Assistant Deputy Supt. Deb Kirby, head of the department's Internal Affairs Division. "Most are doing it under mandates with the federal government. The Chicago Police Department is doing this on their own."
