West Vancouver police face new

A nine-year veteran of the West Vancouver Police Department is under investigation following allegations that the officer misappropriated funds.

There are also allegations that officers improperly used a tow truck belonging to a company employed by the District of West Vancouver on their own time for personal benefit.

West Vancouver police spokesman Cpl. Fred Harding said the 38-year-old officer accused of misappropriating funds has been suspended with pay. He didn't say how much money was involved.

The new investigation by Vancouver police Insp. Rollie Woods is an offshoot of his original probe into a complaint filed with the police complaints commissioner a month ago about the handling of the Lisa Alford case.

Alford was a 30-year-old constable on the West Vancouver force who pleaded guilty to a drunk driving charge earlier in 2006. She was involved in an off-duty accident while driving home in November 2005 after drinking with her colleagues at the police station.

The original investigation centred on whether the situation was properly reported to the West Vancouver Police Board.

The new allegations surfaced after Woods began that investigation.

Police chief terminated

Word of the expanded investigation comes on the heels of Monday's announcement that the District of West Vancouver had decided not to renew the contract of police chief Scott Armstrong.

Armstrong was terminated a month after Alford's accident came to light.

Alford pleaded guilty to impaired driving, was fined and had her licence suspended. But the police department said she was a good officer and was still in line for promotion.

Armstrong subsequently admitted to being at some those after-work gatherings. But the municipality said Monday that the firing has nothing to do with the drinking controversy.

Harding said the barrage of bad news has been hard on police morale and is not reflection of the real work being done by the department.

"We have 82 people in the department and those people, everyone, is going out and doing the very best they can, making great decisions day in and day out."
