Clark warns police report damn
Prime Minister Helen Clark is hinting that the findings of the Commission of Inquiry into police conduct will be damning.

Dame Margaret Bazley's findings are due out at the end of this month.

Clark has been given a heads up on the report and while she is not giving much away, she says "it will certainly have issues for all of us to think about when it comes out".

The prime minister says the issue has always been whether the police rape allegations relate to a historical culture within the force, or whether it is still a contemporary matter.

West Vancouver police face 3 n

Three new investigations have been launched into alleged misconduct by members of West Vancouver Police Department, including the theft of money that was supposed to go to victims of crime.

The B.C. police complaints commissioner has launched an investigation into allegations that a nine-year veteran of the department misappropriated the money.

A number of officers are also accused of having their personal cars towed and then charging it back to the municipality.

The embattled police department also announced Tuesday that it is investigating allegations that some officers set off confiscated fireworks on Halloween.

The investigations are being conducted by a Vancouver police inspector and the Victoria police chief.

Word of all these investigations came just a day after the District of West Vancouver announced that it was firing police Chief Scott Armstrong less than a year after he took the top job. It followed criticism over the handling of an impaired driving accident involving a constable.

B.C. Solicitor General John Les said he was so concerned with all the allegations that he asked West Vancouver's mayor to get the police board together and take action.

"I'm satisfied that the board is doing its job and obviously disappointed that even more allegations are surfacing, but these things need to be sorted out and brought to a conclusion," said Les.

West Vancouver police spokesman Sgt. Paul Skelton defended the department, saying the allegations involve only a few officers.

"What we're looking at is a couple of allegations involving a few of our members," he said.

"And policing is not an exact science. Sometimes police officers act like human beings do and make a decision that brings what they did into question."

Problems surfaced after cop drove drunk
The department's problems began to come to light more than a month ago when the complaints commissioner initiated an investigation into the department's handling of the drunk-driving conviction of Const. Lisa Alford after a party with other officers at the police station.

She was involved in a late-night accident on her way home in November 2005. A breathalyzer test showed she had a blood-alcohol reading nearly triple the legal limit of .08.

The original investigation was ordered to look into whether the department properly reported the incident to the West Vancouver Police Board.
