Police officer, postal worker

A federal grand jury has indicted a Cleveland policeman and a former postal employee on charges of wire fraud, conspiracy to commit wire fraud and making false statements during a federal investigation.

Patrolman Jonmal Simmons, 38, of the police impound division, and Valerie Thomas, 38, of Cleveland, devised a scheme to defraud the National Association of Letter Carriers, Aetna Life Insurance Co., and the U.S. Postal Service by enrolling as husband and wife on a health insurance plan, according to an announcement by the U.S. Attorney General's office for Northern Ohio.

Simmons, a Cleveland policeman for 10 years, received approximately $43,828 in medical services for which the insurance company paid $22,498, according to the indictment. The indictment charges that Simmons told federal investigators that he thought he was married to Thomas but was not.

"The charges [are] not only a violation of law but a violation of public trust," U.S. Attorney Gregory White said in a statement. "This case is a reflection of our dedication to ensuring that public employees are held to the highest standard of integrity and honesty." Simmons has been suspended without pay pending the outcome of the case, a police spokeswoman said.
