Chief's report led to charges

Bowling Green suspends officer

BOWLING GREEN - A Bowling Green police officer who improperly tagged a deer he had shot, then lied about it, has been suspended for 30 working days and removed from the Wood County Special Response Team.

Mayor John Quinn issued the suspension to Kristopher Garman, 29, a police officer with the city since February, 2002. He was served with the mayor's decision Wednesday night.

"We were concerned about the lie just as much as we were concerned about the falsification of the form," Mr. Quinn said yesterday. "We think integrity has a very important place in our police department."

According to internal affairs records, Officer Garman was hunting with permission Nov. 29 on a Huffman Road property where he shot a doe. He took the doe to Mike's Party Mart on South Main Street to have it checked and tagged but filled out a form indicating he had a landowner tag and that he was the son of the landowner.

According to state hunting regulations, landowners are not required to purchase a $24 deer permit if they harvest a deer on their own property.

A wildlife officer who subsequently checked the tag knew the landowner personally and knew that Officer Garman was not his son. According to the records, when the wildlife officer confronted Officer Garman, he was "less than truthful" about the incident.

Officer Garman was cited for giving false information to a deer check station. He pleaded guilty to the misdemeanor and paid $160 in fines and costs in Bowling Green Municipal Court.

Mayor Quinn said the officer had "seriously compromised" his integrity and honesty.

"I believe your actions… have seriously damaged your ability to perform your duties as a police officer in the future," the mayor wrote in a letter to the officer. "Not only does the city administration question your integrity, but so also will the general public."

Records show Officer Garman has received two prior letters of reprimand.

In 2002, he lost his badge and wallet while off-duty, and in November, 2006, he struck a patrol car he was following while both were responding to a domestic dispute. He was reprimanded for driving too fast and too close to the patrol car in front of him.

Officer Garman has 10 days to appeal his suspension to the Bowling Green Civil Service Commission.

Noel Crawford, president of the Bowling Green Police Patrolman's Association, said he had not spoken with Officer Garman since he was served with the disciplinary notice and did not know if he would appeal.

"There's no doubt Kris expected to be punished. He admitted he made a mistake," Officer Crawford said.
