Maimed By Crazed Policemen

Now paralysed and speechless, driver Philip Kimani used to feed, clothe and educate his family until somebody shot dead two city policemen.

Images of policemen clobbering people with clubs when breaking up demonstrations remind him of that fateful evening of Friday, January 15, 1993, the day he said his last word, literally.

Driving along Ronald Ngala Street, Nairobi, Philip Kimani was flagged down by a group of policemen.

He was used to this in his day job as a matatu driver. But on this instance, he felt wee-bit uneasy. It... Read more

Police inspector's demotion af

A POLICE inspector volunteered himself for demotion after he was found walking in a city's red light district, it has emerged.

The Northern Echo has learned that the officer is Sergeant Andrew Quaye, of North Yorkshire Police.

It is understood that Sgt Quaye was walking in an area of Bradford frequented by prostitutes, before Christmas, when he was stopped by officers from West Yorkshire Police.

When challenged by the officers, he initially gave them false details.

But Sgt Quaye, who was an inspector at the time of the incident, was not arrested and no charges have been brought against him.

The officer, who was based in Harrogate at the time, told his bosses in North Yorkshire about the incident.

He voluntarily surrendered his rank, which he had only just attained, and is now a sergeant in Ripon.

Les Coverdale, secretary of the county's branch of the Police Federation, confirmed he knew of the incident.

He said: "We are aware that an incident took place.

"The officer voluntarily surrendered his rank and is now a serving sergeant.

"There was never any suggestion of a criminal prosecution and he was not arrested."

The Northern Echo understands that there has been concern among his colleagues that Sgt Quaye has retained a management position in the force.

But Mr Coverdale said no one had gone to the Police Federation with any such worries.

Sgt Quaye spent some time seconded to the former police training centre at Aykley Heads, in Durham City.

Last night, a former colleague of his said he was a popular officer who got on well with his peers.

The man, who did not want to be named, said: "It surprises me to learn that Andy has been caught up in this.

"He was always a friendly member of staff who got along with everyone.

"It's a shame this has happened because he's a nice bloke and seemed to have a promising career ahead of him.

"I hope he still has."

North Yorkshire Police said they would not comment on the incident last night.

Requests to speak to Sgt Quaye were directed to the force's press officer, who said he did not want to say anything.

A spokesman for West Yorkshire Police also said he could not comment on the matter.
