Concerning the black sheep in

Further reports of police misconduct and allegations of involvement in dacoity and other criminal cases have been sent to the CCPO and DIG Operations office.

According to sources, a misconduct report has been filed by a senior police officer accusing Constable Javed Khan, No.18070, of Mobina Town police station of running an organised gang of muggers and robbers indulging, among other things, in cell-phone snatching. Two men, Asghar Hussain and Sohail Ahmed also known as Junaid, were arrested and charged under FIR 171/06 by SI Zafar Iqbal, ADRC of the Surjani Town police station. Information gathered under interrogation led the police to recover Rs250,000 in stolen gold ornaments. During the course of further questioning the men accused Constable Khan of being the ringleader of their gang.

The News has learnt that the said constable is undergoing a lower school course at PTC Saeedabad, and that at present he has been deputed for duty during the month of Ramazan at PS Mobina Town police station. Although efforts were made to contact him for interrogation it has been learnt, through SI Mohammed Rasheed of PS Mobina Town, that Khan is absent from duty. PI Farooq Setti is reported to have requested that stern action be taken against the constable.

Sources have revealed that a case of police corruption led to the release and dropping of charges against a man accused of illegal arms possession. Inspector Ali Murad of the CID is accused of having accepted a bribe of Rs100,000 from Mohammed Hamid, after which he was freed from police custody and further investigation. The report in part reads:

“kindly find enclosed herewith report of SI Zafar of ADRC that accused Mohammed Hamid alias Piya arrested by him in case FIR 08/07 of Preedy police station with arms. During the course of investigation the above named accused disclosed that about one year ago he was arrested and picked up by Inspector Ali Murad of CID from his house and

later on his wife paid Rs0.1 million to the inspector named above and got him released. It is requested to make inquiry and take necessary action.”

A number of officers have been accused of being professional and “habitual criminals” in cases registered at several police stations across Karachi. Constable Mohammad Hussain (16935) of Garden Police Station was arrested in FIR 17/07 ledged at Sharah-e-Faisal station. Constable Atta-ur-Rehman of the Investigation Ibrahim Hyderi was arrested by the ADRC police as an absconder in FIR 61/01 of Sharafi Goth Police Station. Similarly Constable Ishfaq Khan Tanoli was arrested, FIR 15/07 Sharah-e-Faisal Station. All reports on these officers recommended punishment and dismissal from the police force as they were “a black sheep in the police department”

In another report it has been submitted that, PC Bashir Ahmed alias Baghri of Samanabad Investigation was involved in FIRs 62/06 and 66/06 of Samanabad police station. HC Mohammed Nadeem of Jamshed Quarters Police Station was involved in FIR 483/06 and FIR 712/06 of Defense police station. ASI/PC Aziz alias Jumma Khan of Investigation Zone-IV has been accused of using the name of the ADRC to extort money. In these cases, too, the perpetrators were referred to as “black sheep” by the reports and it was recommended that they be awarded “major punishments” in addition to their dismissal from the service.
