Kabul - The Afghan government sacked two provincial police chiefs for negligence, the Interior Ministry said on Saturday, highlighting problems in a force often accused of corruption and which is key to security in Afghanistan.

Thrust on reforming legal fram

Senior police officials have urged the authorities concerned to bring reforms in the legal framework of Bangladesh Police for an accountable, transparent and efficient service.
They made the appeal while speaking at a workshop organised by the Police Reform Programme (PRP) titled 'Code of Ethics in Police Service' in the city Monday, said a press release.
Additional Inspector General of Police (RM&T) and National Programme Coordinator Shamsuddoha Khandaker presided over the workshop.
Additional Inspector General of Police (Administration) NBK Tripura, Project Manager (ai) of the PRP Mohammad Hadis Uddin and Anti-Corruption Specialist of the PRP Paolo del Mistro and senior police officials were present at the workshop.
During their deliberations, they also highlighted the need for updating necessary laws and rules including the Police Act of 1861.
Speaking on the occasion, NBK Tripura said: "Proper time has now come to bring about changes in the Police Act to facilitate pro-poor policing in Bangladesh."
Shamsuddoha Khandaker said reforms in the police are a 'crying need' of the time.
The Act should establish effective police management and promote professionalism in the department, a senior official said taking part in deliberation.
He said the Act keeps in place a system constituted back in 1861 during the colonial period.
The reforms must be aimed at establishing a police system that is politically neutral, non-authoritarian, accountable and responsive to the community.
It must be professionally efficient and emerge as an instrument of the rule of law, the police officials said.
The police officials pointed out that the neighbouring countries were bringing reforms in the legal framework of their police service. Pakistan has already made changes in the Police Act while India is working on it, they mentioned.
PRP is a joint initiative of the Government of Bangladesh with the support of Department for International Development (DFID), the European Commission and UNDP.
It aims at improving the efficiency and effectiveness of the Bangladesh Police by supporting key areas of police, policy and practice, including crime prevention, investigations, police operations and prosecutions, human resource management and training, strategic planning and oversight and IT and communications.
An accountable, transparent and efficient police service in Bangladesh is essential for the safety and well-being of all citizens, national stability and long-term growth and development.
