OSAKA--A police officer on an anti-corruption unit was among six people arrested Tuesday in a bid-rigging investigation over a garbage incineration plant project ordered by Hirakata city, Osaka Prefecture, sources said.

Policeman in parking probe - C

A police officer could face prosecution after his force car was parked illegally in central Middlesbrough while he popped into a shop for lunch.

He was snapped on a camera phone by Michael McMahon and sister Stephanie Ainsbury - only days after their car was towed away from exactly the same space.

Michael saw the marked police car parked in a loading bay zone in Bedford Street, Middlesbrough.

They have complained that the driver was seen leaving a nearby Greggs bakery with his lunch in his hand.

Michael challenged the officer who, they say, admitted it was his car.


It was especially annoying for Michael as he had his own car towed away and the 22-year-old garage worker was forced to pay a £60 fine and £180 in garage fees to get back his Rover 25.


"I said to the policeman 'is that your car?'" explained Michael. "The police officer said it was.


"I said 'do you know you are parked in a loading bay?' He had nothing to say!


"I was shocked. Is there a different law for the police than there is for us?"


Stephanie said: "I thought it was shocking. "Why should Michael's car get towed away when this policeman's just parked there?"


The pair said they were aware of traffic wardens in the vicinity at the time, but they did not give the police car a parking ticket.


The bay in Bedford Street is clearly marked with signs stating "Loading Only Mon - Sat" and is enforced by Middlesbrough Council officers.


Last month Middlesbrough Mayor Ray Mallon sounded a warning to police officers that if they are parked illegally they will be ticketed by council enforcement officers.


Mr Mallon spoke out after he received complaints of police officers being parked on double yellow lines.


He said: "How can the police take action against a speeding driver when they themselves are breaking the rules?"


A Cleveland Police spokesman said: "Officers are continually warned and challenged about the inappropriate parking of vehicles.


"Some have been fined and others faced internal disciplines. We do not condone nor turn a blind eye to behaviour of this kind.


"The officer involved will be spoken to to ascertain the facts and the appropriate action taken, which could involve prosecution."
