New Chicago police superintend
Chicago Police Supt. Jody Weis said he will review the case against a police officer who was caught on videotape beating a man handcuffed to a wheelchair.

Officer William Cozzi, who pleaded guilty to battery for the August 2005 beating, could rejoin the force in little more than two months after he completes a two-year departmental suspension. The police unit that investigates police shootings and other complaints of excessive force sought Cozzi's dismissal.

In a statement issued Monday, Weis, who is scheduled to begin work on Feb. 1, said he intends to determine if further a... Read more

Police unionist responds to cr

The powerful head of Victoria's police union has defended his role in the face of increasing criticism about his management and stance on fighting corruption.

In the latest exchange, Superintendent Brett Guerin said his former colleague, Police Association secretary Paul Mullett, was damaging the force with "patently absurd" comments on corruption.

Supt Guerin's comment followed the announcement by the Office of Police Integrity (OPI) of an inquiry into the force's internal disciplinary system.

OPI director George Brouwer said the union had to decide if it wanted to be "part of the problem or part of the solution" with police corruption.

Mr Mullett said the union was "totally opposed to any form of corruption" and he slammed the OPI for ignoring the association's input.

"We consider ourselves more a profession these days and in going forward the Police Association has a position that we want the Chief Commissioner (Christine Nixon) and OPI to share to establish a professional model for registration," Mr Mullett told ABC radio.

"When we look at discipline or misconduct, a future police registration board would have a significant role in that regard."

Supt Guerin, a member of the association for 29 years, denied he had any personal agenda against Mr Mullett, his former colleague in the armed robbery squad.

But he said the union was giving the police force a bad name.

"I was very concerned with the public language being used on our behalf, particularly by Paul," Supt Guerin told ABC radio.

"There is significant disquiet and mounting disquiet at the public language and nature of dialogue that comes out of Paul's mouth.

"It's always negative, its always conflicting and vitriolic towards anybody with whom he disagrees.

"He sounds more like a 1930s maritime shop steward than a person who purports to be the spokesperson of a large group of highly trained professionals."

Of Mr Mullett's defence of two police officers convicted of drug dealing last year, he said he acknowledged Mr Mullett's view that the officers were entitled to a presumption of innocence while they contested the charges.

But Supt Guerin said some things Mr Mullett said were "patently absurd" and did the police force no credit.

Deputy police commissioner Simon Overland pointed to convictions of police officers as evidence the force was taking corruption seriously.

"Prosecuting corrupt police is perhaps even more difficult than prosecuting murders," Mr Overland told ABC Radio.

"We have prosecuted people and we have got convictions. That's clear evidence about our seriousness of this issue."
