Payette police confirm interna

An internal affairs investigation regarding ethics and a former employee of the Payette Police Department has been underway for about two months, Payette Police Chief Mark Clark confirmed Monday.

Specific details of the investigation are not being disclosed by law enforcement officials because it has been described as a personnel matter, which does not involve criminal charges.

However, Clark said it is business as usual at PPD and the department is fully cooperating with an investigation coordinated by the Idaho Peace Officer Standards and Training (POST).

Idaho POST Director Jeff Black was unavailable Tuesday for comment.

Payette County Sheriff Chad Huff said he would not comment if anyone from his office is involved in the probe.

Huff said he was informed by legal counsel, “that I could not disclose any information about an ongoing internal investigation.”

However, Huff said via e-mail, “as for the ongoing internal investigation, it is absolutely not detracting from services to the public.”

Fruitland Police Chief Rick Skelly referred questions to Payette County Prosecutor Brian Lee concerning any involvement his department may or may not have in the investigation.

Clark stressed the internal affairs investigation is not a criminal matter, rather, “a civil investigation pertaining to ethics.”

Lee said if an investigation into personnel matters were to turn criminal, then public records requests for further information could be submitted. Lee said he cannot discuss personnel matters during an ongoing investigation, and would not confirm or deny the extent of the probe.

The Federal Bureau of Investigation is apparently not involved in the internal affairs investigation.

“Talking to our people in that direction, they don’t have anything ongoing relative to that matter,” FBI Spokesman Scott Wall, Salt Lake City, said. “It must be strictly a local matter.”

Payette Mayor Doug Henderson said he is aware of the internal affairs investigation at PPD regarding a former employee, and he had strong words of support for the department.

Henderson said PPD has a strong history, and “the police department is in better shape than it’s been in years.”

Customer satisfaction is high, Henderson said.
