WARREN — Among the laundry list of charges Patrolman Richard Kovach faces for repeatedly using a Taser on an intoxicated woman is inhumane treatment.

Kovach, 40, was placed on administrative leave about three weeks after a police dashcam videotape of the Sept. 2 arrest of 38-year-old Heidi Gill of Howland outside Up The Creek, a Warren bar on East Market Street, was reviewed.

Guilderland will seek dismissa

GUILDERLAND Town officials said they will seek the dismissal of Police Chief James R. Murley for alleged misconduct and violations of the town's ethics law.

During a noontime press conference held at Town Hall, Town Supervisor Ken Runion declined to discuss specifics about the allegations. But he said the disciplinary charges include misconduct in connection with the chief's interaction with a vendor; alleged violations of the town's ethics law with respect to his interaction with other town employees; and misconduct in his maintenance of attendance and leave records.

The Times Union reported in today's editions that Murley had visited the Turning Stone Casino on several occasions when he was supposed to be at work. The chief, a 34-year veteran of the department, has been on paid administrative leave since last month and he has now been placed on unpaid suspension, officials said. The town now intends to hold a hearing within 30 days to try to dismiss him.

``Our investigation did look at various time and attendance records,'' Runion said. ``Draw your own conclusions from that.''

Runion said the town has no criminal charges against Murley pending but information obtained during the investigation has been shared with the Albany County District Attorney's office and State Police.

The investigation began Feb. 5 after the town received a complaint that is still under investigation. The initial investigation was triggered by reports of sexual harassment. But Runion noted: ``There are no charges in respect to sexual harassment.''
