Sheriff says committee will explore new policies in wake of inmate's sex allegations

In the wake of a sex scandal involving a sheriff's deputy, Jackson County Sheriff Dan Heyns said his department will form a committee to explore the implementation of new policies and procedures.

Among the possibilities are requiring a same-sex guard for an inmate who needs to be transported to the hospital.

"It's for the protection of the officers as much as the person we're interacting with," Heyns said.

Tyler Jeffreys, 27, was fired after he allegedly allowed a female inmate to perform a sexual act on him in exchange for Jeffreys' promise to help her get out of jail. Jeffreys had been sent to guard the inmate at Foote Hospital, where she was taken after she complained of a medical problem.

Heyns said deputies may also be required to take an ethics class, even though he believes the situation with Jeffreys is isolated.

"It was very disheartening, certainly to me as the sheriff, but to all employees," he said. "There's 99 percent or more of our employees who are decent, dedicated and ethical."

Sheriff's Capt. Kevin Stellingworth will head the review committee. Policies from other agencies, such as the Washtenaw County and Oakland County sheriff's departments, the Michigan State Police and the state Department of Corrections, will be examined.

Allegations of sexual improprieties aren't unique to the Sheriff's Department. Across the area this year other departments have faced similar situations.

Mark Hunter, the former Columbia Township police chief, resigned in April. He was later arrested and accused of secretly videotaping himself having sex with a female employee in his office while on duty.

Kyle Chaney, a former Albion Public Safety officer of the year, pleaded guilty to charges related to his taking nude pictures of an underage girl and having child pornography on his computer.

And in Summit Township, seven firefighters were dismissed for having sex on the job at the two stations.

Heyns said he would like to see the changes implemented in the coming months. But even though the policy may be altered, he said the ethical issues run deeper.

"In fairness, you can't write policy that regulates ethics and integrity. You can do some things that prevent employees from being in situations, but you can't legislate morality," he said. "That has to be something you establish over a long period of time."
