City trying to terminate two p

Two New Haven narcotics officers facing federal corruption charges, who filed for retirement, were served with notice today that the Department of Police Services seeks to terminate them.

Chief of Police Francisco Ortiz is recommending that Lt. William White, Sr. and Detective Justen Kasperzyk of the New Haven police department be terminated for violation of several departmental rules and regulations. The Chief has referred the charges to the Board of Police Commissioners for a hearing this Wednesday.

Mayor John DeStefano said he supports termination of both officers, even as the action breaks precedent with city practices in the past.

White was charged with nine different rule violations, among them: lost, found or stolen police department property for personal use and inappropriately accepting gifts or gratuities from groups seeking preferential treatment from police.

Kasperzyk faces seven rule violations, including failure to report information to superior officers concerning violation of a law and conduct unbecoming an officer.

This is the first time that the city has actively intervened in retirement procedures of a city employees. In the past, officers facing criminal charges have been allowed to retire.

The Mayor announced last week that the city has hired Police Executive Research Forum, the leading policing research organization in the country, to conduct a comprehensive assessment of police operations under the guidance of an Independent Accountability Team.
