'Promotions and transfer of re

Kuala Lumpur: Frequent promotions and transfer exercises especially promoting officers close to retirement age is a waste of public funds, said Deputy Internal Security Minister Datuk Mohd Johari Baharum.

"For instance, when an officer is transferred from Sabah to another State or promoted, it costs (the Government) about RM30,000," he said when winding-up the debate on the royal address in the Dewan Rakyat.

Datuk Seri Mohd Salleh Tun Said (BN-Kota Belud) had earlier sought clarification on the promotion of a police officer in Sabah who only had a few months left before his retirement.

"The Inspector-General of Police is vested with the power as the chairman of a committee handling promotions and transfers of police officers and men but has to submit his recommendations and endorsements to the Police Commission for approval," Johari said.

He said the commission, in turn, would consider them after looking into the officers performance and that they were not corrupt and had no disciplinary problems.

He said the promotions left some posts vacant as they were not filled immediately.

On Datuk Seri Tiong King Sing's (BN-Bintulu) allegation that three Sibu police officers who were promoted had links with the underworld, Mohd Johari said it was baseless.

"This is not true as police officers and men who are promoted or transferred must have clean records, no disciplinary problems and had not been convicted of any wrongdoing. "They are also assessed by their superiors whether they qualify or not. This is part of police integrity. If you have the information, come forward and give your cooperation," he said.

Opposition leader Lim Kit Siang (DAP-Ipoh Timur) then interjected, saying Mohd Johari himself was not fit to talk about integrity when he was embroiled in certain allegations.

"Clear up the allegations against you first before you talk. Are you prepared to explain on these if you are not sinful?" he asked.

Mohd Johari said he was prepared to be investigated by the Anti-corruption Agency as he had done nothing that could threaten public order and what was reported by the bloggers were not true.

In another development, he said the Ministry was promulgating a law to pave the way for the setting up of a DNA bank which would facilitate police investigations.

The Dewan sits again today.
