Police misconduct cases pile u

The Chicago Police Department faces tough times ahead as recent accusations of police abuse and improper internal investigations into the alleged misconduct continue to pile up and flood the courts.

Below is a timeline highlighting major cases that have spurred Mayor Richard M. Daley and members of City Council to call for reform in the department’s oversight process.

Dec. 15, 2006- Six off-duty officers are allegedly caught on a surveillance tape beating four businessmen at the Jefferson Tapp and Grille, 325 N. Jefferson St. The attorney representing the businessmen claims responding officers were called off the scene when they found out off-duty officers were involved. One man sustained four broken ribs and required facial reconstructive surgery, according to attorney Sally Saltzberg.

Feb. 19, 2007- Off-duty officer Anthony Abbate is caught on a surveillance tape beating a female bartender, Karolina Obrycka, at Jesse’s Shortstop Inn Tavern, 5425 W. Belmont Ave., after she would not serve him any more drinks. Abbate faces 14 charges including aggravated battery, intimidation and conspiracy.

April 2, 2007- Police Supt. Philip Cline resigns amid controversy surrounding the two videotaped bar fights. Cline is criticized for waiting three months to strip power from the officers in the Dec. 15 fight.

April 4, 2007- A study alleges that 10,149 complaints of alleged police abuse occurred between 2002 and 2004 involving excessive force, illegal search and arrests, racial abuse and sexual abuse. The study, compiled from Chicago police records, says only 19 of those complaints, or less than two for every 1,000 complaints, resulted in meaningful disciplinary action taken by the department.

April 11, 2007- Ald. Arenda Troutman (20th) calls for City Council hearings to abolish the current police oversight board, the Office of Professional Standards, and replace it with an independent civilian oversight board to monitor police conduct. The oversight board currently reports to the police superintendent.

May 1, 2007- Dolores Robare, 52, files a civil suit against two Chicago police officers and two Cook County sheriff 's police officers for allegedly beating and kicking her after a police car nearly struck her on Irving Park Road on Aug. 17, 2006. Police say she was acting erratically.

May 1, 2007- Bartender Karolina Obrycka files a $1 million lawsuit in connection with the February beating at Jesse’s Shortstop Inn Tavern. She claims police conducted an improper investigation into the incident.

May 9, 2007- Mayor Daley is expected to propose a city ordinance that would establish an external police oversight board in place of the Office of Professional Standards.

June 11, 2007- Proceedings are expected to begin in the wrongful death suit of Frederick Grady, a Chicago musician found dead in his cell at the 12th District police station on April 9, 2003. The suit alleges police beat Grady in the station after he was charged with criminal trespass. The family’s attorneys claim cuts found on Grady’s head during his autopsy were not there when police took his mugshot.
