An El Cajon police officer was found guilty yesterday of five counts of abusing his authority to extort sexual favors from women, and soliciting or taking bribes.

Officer punished for misconduc

PRINCETON BOROUGH -- A patrol officer has been suspended without pay for 60 days after a random internal review by the department revealed he acted improperly while dealing with a female motorist he had stopped for speeding in early May, Police Chief Anthony Federico confirmed yesterday.

"It wasn't a criminal matter, but it was a serious lapse of judgment," Federico said.

He said he could not disclose specific details about the stop, the nature of the officer's alleged misconduct or his identity because the incident is an internal-affairs matter.

Federico said the officer, who was placed on suspension May 9, joined the department in January 1998.

The officer got into hot water with his superiors following the May traffic stop as a result of a routine review, conducted by his sergeant, of the video footage of that stop from his police cruiser, Federico said.

It has been long-standing borough police policy for squad sergeants to conduct random video reviews of their officers' motor vehicle stops on a monthly basis -- with each sergeant having to do five such reviews monthly to ensure that officers are handling stops properly, Federico said.

He said the motorist had been speeding and did not lodge a complaint to prompt the internal affairs investigation, although she did cooperate with investigators when they reached out to her about the officer's conduct.
