Police investigate claims of '

COMPLAINTS have been dropped against an officer accused of bashing a Somali youth, but police are continuing to fight the release of a confidential report into race relations between police and African communities in Flemington.

Dubbed the 'Doney Report' after its investigator, Whittlesea district Inspector Mark Doney, the review was commissioned in response to complaints of assault and harassment against African youth filed by community lawyers.

Flemington-Kensington Community Legal Centre lawyers have applied under Freedom of Information to obtain a copy of the Doney Report.

An appeal will be heard by the Victorian Civil and Administrative Tribunal on July 3.

Mooney Valley Superintendent Brett Guerin said two youths, including a North Melbourne resident who accused two officers of assault and harassment, had dropped their complaints.

''Two complainants have withdrawn their complaints, leaving about 12 outstanding.

''The complainants have been charged with offences ranging from theft of motor car, attempted theft of motor car, assaulting police and resisting arrest.''

The Office of Police Integrity is investigating the complaints made more than a year ago against members conducting dual operations, Molto and Zippo, in and around Flemington.

Officers accused of assault include two Moonee Valley CIU detectives and two members of the region three robbery task force, including one officer with two complaints filed against him.

Other complaints include being asked to provide a name to police and being frisked.

Superintendent Guerin said the internal investigation had not yet been completed because police wanted to ensure the job was done properly.

''The delay in resolving these issues is due to the one officer being taken off-line full-time to investigate them, doing a very thorough job.

''He has had to interview over 70 witnesses, visit the scenes of the alleged incidents, seek any corroborating medical evidence and pursue follow-up inquiries after receiving initial information from complainants.

''We are in a no-win situation with some quarters who have a political agenda to push - do the job quickly and be accused of whitewashing things or do it methodically, painstakingly and thoroughly and get criticised for taking so long.

''Those who work within the legal system, in particular, should be aware of the need for all relevant evidence to be obtained and assessed before a decision is made.''

He said the Doney Report concluded there was no racist culture at Flemington.

''The internal review, undertaken by Inspector Mark Doney, was conducted with the sole purpose of informing management decisions about Flemington. Staff willingly participated on the basis that their input was confidential.

''If this report, or similar internal reports, were to be publicly released, it would undermine the confidence of officers that their contribution would be treated confidentially. This is why Victoria Police is resisting its release.''

The lawyer for several complainants, Tamar Hopkins, did not respond to Community News by the time of going to press.
