City ordered to disclose list
The city cannot keep secret a list of 662 Chicago Police officers with more than 10 official complaints lodged against each of them between 2001 and 2006, a federal judge has ruled.

The list could figure into the ongoing debate over whether the city should change the way complaints of police misconduct are investigated and how officers are disciplined.

The list would allow the public to see which police units have the largest number of officers with multiple complaints against them and if the officers were referred into "early-warning" programs.

Number of police facing charge

Botswana: Outgoing Police Commissioner, Mr Edwin Batshu, has raised concern regarding the high number of police officers currently on interdiction and facing criminal charges.

Addressing police personnel in Selibe Phikwe last week, he said the numbers stood at 56 by June 13 and that some of them have been on interdiction for years.

Mr Batshu said it is his wish that officers involved in criminal activities be tried as soon as possible, even if it meant fast tracking such cases for the sake of safeguarding the professionalism and integrity needed in the Botswana Police Service.

However, he said, his plea was denied on the grounds of equal rights as doing so would be discriminatory.

Commenting on the challenges faced by the police services Mr Batshu said, areas of concern are armed robberies, burglaries, stock theft, theft of motor vehicles, murder , rape as well as incidents of vandalism of public infrastructure.

He identified greed, re-offending by suspects on bail, the influx of illegal immigrates, slow disposal of cases as well as insufficient police visibility, among others that contribute to high incidents of crime.

Mr Batshu said overall crime increased by 1.84 per cent to 267 962 in 2006 from 263 044 in 2005, with a decrease recorded in penal code offences, traffic accidents and deaths arising from road traffic accidents while offences such as Road Traffic Act violations recorded an increase.

However, he remained optimistic that the fight against crime would be won and called on other stakeholders to assist.

We hope that with the support of other stakeholders we shall win and we shall because thats what we are paid to do and it is also the vision of the country, he said.

Officer Commanding No. 10 District Mrs Dinah Marathe said the police service has registered tremendous developments particularly over the past decade.

The re-engineering of the police service into an auditable institution that embraces international policing standards has a great deal of an advantage, said Mrs Marathe.

She however indicated that the service faces mounting challenges that include inadequate housing for officers, the absence of border post services between Botswana and Zimbabwe over a stretch of more than 400 km and HIV/AIDS.
