Three Haines City Police Offic

HAINES CITY -- Police Chief Morris West has suspended a lieutenant, a sergeant and an officer while all three are under investigation.

The officers are:

Lt. Michael Green, who was suspended Friday for allegations of violation of code of ethics for public officers and violation of canons of law enforcement ethics. He also was suspended for possibly making false statements in a 2005 shooting incident.

Sgt. Howard Porter, who was suspended Friday for several allegations involving pornography and inappropriate behavior.

Police Officer Pamela Graham, who was suspended Thursday for allegations of violation of code of ethics for public officers and violations of canons of law enforcement ethics.

West said all three have been suspended with pay pending the outcome of investigations.

“They are open investigations,’’ West said. “I cannot comment on any of them until they have been completed.’’

West said there is a possibility of additional suspensions stemming from the ethics investigation.

He said the Polk County Sheriff’s Office was handling the administrative investigations into all three officers.

Officer Graham, 24, has been at the department since August 2004, is paid $34,379 a year.

Porter was suspended for several allegations including viewing of pornographic material during work time and showing the material to subordinates using city equipment.

The charges against him also include inappropriate pictures and text on

MySpace.com in uniform at the Police Department, having inappropriate dialogue with officers and creating an inappropriate work environment while serving as a field training officer.

Porter, 39, has been at the department since February 1993. He is paid $44,526 a year.

Porter had served as a sergeant once before. He was demoted to patrol officer in 2003 for misconduct and was promoted again to sergeant in 2005.

Lt. Green was suspended Friday on two sets of allegations.

One set of accuses him of violation of code of ethics for public officers and violation of canons of law enforcement ethics.

He was also suspended pending the outcome of an investigation into allegations of making false statements during an investigation of a 2005 shooting.

Green, 35, has been with the department since 1999. He is paid $47,945 a year.

This is the second investigation into Green’s conduct during that shooting incident.

Green came under fire earlier this year when State Attorney Jerry Hill sent Green a “letter of no confidence.’’

Hill wrote that his office would not accept testimony from Green or allow him to be used as a witness in court cases.

The State Attorney’s Office investigated Green after former Haines City police Detective Jason Varnadore filed a complaint in November 2006 that officers had been untruthful in their statements about the Dec. 27, 2005, shooting of Joseph Franklin.

Franklin had barricaded himself in his house and had shot Varnadore in the leg.

Green was the only officer investigated and issued a letter of no confidence.

Both Varnadore and Franklin recovered from their wounds.

Green, who was a sergeant at the time of the shooting, was the leader of the department’s Special Response Team.

Varnadore was a member of that team.

Hill’s letter refers to a report done by State Attorney’s Office investigator Chuck Zeller.

In his report, Zeller said he did not find Green’s statements about the shooting incident credible.

‘‘The report by Investigator Zeller identifies several instances where you were untruthful or showed a reckless disregard for the truth regarding material facts involving the events surrounding the response by the Haines City Police
Department to the incident at 1712 Bartley St. on Dec. 27, 2005,’’ Hill wrote in the letter.

West said he did not know when the investigations would be completed.
