Corruption in police
By NARAYAN MANANDHAR

Even if corruption is found everywhere, a clean-up campaign always has to start from some point or place. The situation is similar to cleaning of your house. You start cleaning from some point -- bedroom, bathroom, kitchen, drawing room etc -- possibly from the dirtiest place or a place highly visible to your visitors or guests. Anti-corruption strategies also web around this concept of house cleaning. Since you cannot clean all parts of the house in one go, you have to begin step by step, or in an incremental fashion. When one applies this concept to cor... Read more

Alton Police Officer Accused O

A veteran police officer from Alton, Ill., is finding himself on the other side of the law.

Officer Mickey Dooley is accused of stealing money from his department's evidence room.

The allegations came to light after an internal audit on April 13 revealed money was missing from the Alton Police Department's evidence vault.

"It is disturbing not just for myself, but for every officer and every one of our civilian employees that any one of us would do something like this," said Alton Police Chief Chris Sullivan.

Dooley, a 24-year veteran, had been in charge of police evidence the last three years.

"Other people would gather evidence and place them in evidence lockers. He would remove it from the lockers and place them in the evidence vault, hold it, transport it to court and take it to places where it's supposed to go," said Sullivan.

Now investigators believe some of the money ended up in Dooley's pocket.

"He is not necessarily the only person to have access to the evidence vault, which is why he wasn't suspended immediately. He was suspended after investigations by the FBI and state police determined he was," said Sullivan.

Because of the on-going investigation, Sullivan couldn't reveal how much money was allegedly stolen and for how long it had been going on.

"Audits to date indicate that missing evidence is limited to currency only and that neither weapons nor drugs are unaccounted for," said Sullivan.

Madison County State's Attorney William Mudge said his office is "proactively contacting defense (the) counsel of those defendants whose cases may be affected by this unfortunate offense and offer them the opportunity to inspect any evidence that the Alton Police Department has in its vault relative to their case."

The Alton Police Department will hold a hearing sometime this month to determine whether Dooley will be fired. He is currently suspended without pay.

Attempts to contact Dooley at four different listings were unsuccessful.
