National Police chief József Bencze said in a statement that "the code is designed to guide police culture," but admitted that "breaches of it will not bring any consequences for the time being."

Bencze added that "the code deals with the issues of how the police should serve the public, affiliation to the police, use of force for implementing a lawful goal, eliminating discrimination, compassion, offering aid, comradeship, responsibility, the quality of work, ethical rules on handling information, appearance, chief executives setting an example and public trust."
