Top cops' new charges

NEW charges of assault by kicking and assault with an instrument have been laid against the former head of the axed armed offenders squad.

The charges are among 15 assault-related charges Insp Bernie Rankin will face.

Three of Det-Insp Rankin's armed offenders squad members have also had new charges laid against them by the Office of Police Integrity.

The charges follow an OPI raid on the armed offenders squad office at the St Kilda Rd police complex last July.

Sen-Det Robert Dabb, Sen-Det Mark Butterfield and Det-Sgt Matthew Franc's new charges are in relation to evidence they gave at public and private OPI hearings.

Each will face two counts

of giving a false statement, two counts of misleading the OPI director and two counts of attempting to mislead

the director.

Sen-Det Dabb has also been charged with five counts of assault in company, one count of assault with an instrument and six counts of unlawful assault.

Sen-Det Butterfield also faces four counts of assault

in company and four of unlawful assault.

Det-Sgt Franc has also been charged with one count of assault in company, one of assault by kicking and one of unlawful assault.

The highest number of assault-related charges are against Det-Insp Rankin.

He is due to appear in Melbourne Magistrates' Court on August 27 to face nine charges of unlawful assault, four charges of assault in company, one of assault by kicking and one of assault with an instrument.

Chief Commissioner Christine Nixon scrapped the squad within weeks of the OPI raid, which was done after allegations of assault and intimidation were made against some squad members.

Det-Sgt Franc and Sen-Det Butterfield have since resigned from Victoria Police.

During its investigation, the OPI bugged an armed offenders squad interview room and filmed squad members allegedly assaulting a suspect.

Det-Insp Rankin allegedly entered the bugged interview room to check on an armed robbery suspect who was being questioned by detectives.

It is alleged the tape recorded Det-Insp Rankin telling the suspect: "I suggest you listen to some of the advice that the boys are going to give you. It might be a lot less painful and a lot easier for you, all right."

The OPI tape allegedly shows two officers punching and kicking a suspect.
