Former West Concord police chi

Former West Concord police chief Robert Utech pleaded not guilty Monday to a felony charge of mistreating animals and a gross misdemeanor charge for misconduct of a public officer.

Utech requested a jury trial. The Dodge County District Court Administration has not yet determined a date.

According to the complaint against Utech, he allegedly shot several cats in West Concord between Jan. 1, 2006, and early March 2006.

The maximum penalty for the felony charge is two years in prison and/or a $5,000 fine. For the misconduct charge, it is one year in jail and/or a $3,000 fine.
