2 officer-involved deaths brin

CHICAGO: Already tarnished by allegations of officer brutality and misconduct, Chicago's police department is facing more tough questions after two officer-involved deaths in less than a week.

Over the weekend, a 42-year-old man died after police shocked him with a Taser gun because, they said, he resisted arrest. And police shot and killed an 18-year-old man who they say flashed a gun at them and ran.

The incidents are under investigation, but police have said it appears officers acted properly.

Locke Bowman, legal director of the MacArthur Justice Center, was furious that police already had suggested the officers acted properly.

"I just don't understand the tendency of this department to immediately circle the wagons, engage in blaming the victim and justifying the police actions before the facts are thoroughly investigated," he said. "It's crazy."

The department has faced a number of recent, embarrassing incidents involving officers.

In March, a 12-year department veteran was charged with beating a female bartender after a surveillance camera video of the February incident was shown around the world.

That was followed by allegations that another group of off-duty officers beat up four businessmen at a bar — an incident that led to charges against three of them. In each case, the officers have pleaded not guilty.

Last month, Mayor Richard Daley won City Council approval to take command of the office that investigates police misconduct.
