The Nebraska State Patrol needs to fashion better rules, procedures and union agreements to allow it to summarily dismiss troopers who do such things as joining white supremacist groups.

It shouldn’t take months of legal folderol to get rid of troopers who do things that cause legitimate concern about whether they can uphold the public trust.

Former Colton police chief fil

COLTON – Police Chief Ken Rulon filed a claim against the city Thursday alleging wrongful termination, retaliation, defamation and other offenses, his lawyers said.
The claim, a prerequisite for a future lawsuit, seeks about $10 million in lost compensation and damages, according to a prepared statement by the law firm Hadsell & Stormer Inc.

Rulon was put on leave March 6 after a five-month investigation into claims of intimidation and abuse of power, but no reason was given at the time for his suspension. Officials said it involved a personnel matter.
His lawyers claimed he was the targeted for blowing the whistle on city corruption after he turned over information to prosecutors about former Councilman Ramon Hernandez.

Hernandez pleaded not guilty last fall to 24 felony counts involving alleged misuse of his city credit card and cellular telephone. Trial is pending.

“Rulon was terminated because he reported and revealed illegal and unethical conduct by city employees, including city council members and other high level representatives,” his lawyers' statement said.

City Manager Daryl Parrish said in a prepared statement that Rulon “was released because of his inability to effectively lead the Colton Police Department” and that his claim had no merit.

“One thing this process will bring to light should Mr. Rulon choose to press forward, is the fact that the city and the department had in its midst a psychotic megalomaniac,” Parrish said.
