Group wants ethics commission
An activist group is filing a complaint with Quebec's Police Ethics Commission about the investigation into the death of Fredy Villanueva, 18, who was shot and killed by police in Montreal North last August.
Last December, prosecutors announced that neither of the two Montreal officers involved in the shooting would be charged. The decision was made after an investigation by provincial police.
The Coalition against Police Repression and Abuse said Wednesday the provincial police investigation was flawed, and it wants the ethics commission to investigate.

Bihar police threaten strike o
Police in Bihar threatened to strike if two colleagues, fired for tying a suspected thief to a motorbike and dragging him until he passed out, were not reinstated, officials said on Monday.
Some members of the local police said the Bihar government had 15 days to restore their colleagues' jobs before they went on strike, Dharamveer Kumar, president of the Bihar Policemen's Association, said on Monday.
"Their families are virtually on the road and will starve to death if the government does not give their jobs back to them," Kumar told reporters on Monday.
"The punishment is too harsh and the decision to sack them was taken under some pressure, it seems," Kumar added.
Last month, television pictures showed one of two policemen tying the victim, identified as Mohammed Aurangzeb, to his motorbike and dragging him along the ground on his chest.
Earlier, a mob had accused Aurangzeb of stealing a woman's gold chain in Bhagalpur district of Bihar, one of India's most lawless regions.
Television channels showed men had tied the shirtless young man's hands behind his back, and were viciously kicking and punching him and pulling his hair as he writhed on the ground, soaked in sweat and mud, begging for mercy, his trousers unbuttoned.
The two policemen were first suspended and later sacked by the government.
The police force in India is seen by many as being a law unto itself, with some of its members quick to resort to corruption and brutality, especially when dealing with poor or low-caste people.
