Pressure on police watchdog
THE Police Complaints Authority says it faces a "major workload challenge" because of a shrinking budget, limited resources and more complaints.

In his 2005-06 annual report, only released this month, authority chairman Anthony Wainwright said each year the Budget fell in "real terms". There have been growing calls for Attorney-General Michael Atkinson to make the authority open to the public and its decisions more transparent.

More than 1200 official complaints - a 5.45 per cent rise from the previous year - were made against police in 2005-06 but their details will nev... Read more

Zimbabwe: 17 Cops Arrested Ove

SEVENTEEN officers from the Police Support Unit face expulsion from the force after being arrested on allegations of illegally dealing in diamonds and engaging in corrupt activities while on duty at Chiadzwa.

Police spokesperson Chief Superintendent Oliver Mandipaka yesterday confirmed the arrests.

He said of the 17, three were allegedly found in possession of 30 diamonds upon their arrest last Saturday.

The other 14 - it is alleged - had cash ranging between $144 000 and $45,6 million.

"The Zimbabwe Republic Police wishes to confirm the arrest of 17 police officers on suspicion of having illegally dealt in diamonds or alternatively engaging in corrupt activities at Chiadzwa Diamond Site in Manicaland.

"The offences were committed during their tour of duty and the members who chose the criminal path were arrested on 15 September 2007," he said.

Chief Supt Mandipaka said most of those implicated were attached to the Support Unit in Chipinge District.

"The rest (14) of the members were found in possession of large sums of money ranging from $144 000 to $45,6 million on their person.

"It is strongly suspected that the money had been acquired corruptly through soliciting, accepting, obtaining or agreeing to accept a gift or consideration for themselves for doing or not doing or having done or not done any act in relation to their principal's affairs or business," he said.

The police spokesman said the 17 had since been charged under the Police Act while 10 of them had so far been convicted.

"Administratively, the members will be discharged from the force forthwith after convening boards of suitability.

"The Zimbabwe Republic Police leadership is committed to the ideals of honesty, transparency, accountability and does not brook or tolerate corrupt tendencies within its rank and file," he said.

Chief Supt Mandipaka said apart from the police disciplinary hearings, the "errant members" would appear in court to answer criminal charges.

"Police work calls for self-control, discipline and integrity. Any police officer countrywide, who decides to turn criminal at the expense of the job should therefore be warned that their life in the police force will be short-lived," he added.

Police Commissioner Augustine Chihuri is on record saying the force would not tolerate any rotten apples.

He has been reiterating that each New Year should see a police force that is untainted by any form of misdemeanour by its officers and bad apples that sought to tarnish the image of the force through criminal activities and sloppy behaviour would not be spared.

"It is an excruciating experience to read from the Press about officers appearing before the courts answering criminal charges, largely bordering on cases of dishonesty including corruption," said Cde Chihuri.
