Police in Hammond target of co

HAMMOND — More than 100 residents of a central Hammond neighborhood attended a Wednesday night meeting to air their complaints about the Hammond Police Department.

The complaints ranged from officers allegedly kicking handcuffed suspects to the alleged racial profiling of young black men driving in the city.

Many of the complaints emphasize the distrust some residents have of the police officers who patrol their neighborhood. Others compared Hammond to the LaSalle Parish town of Jena where crowds were gathering to protest what they believe is unequal treatment of black teens arrested for a school fight.

Others at the forum complained about crimes that they felt are not being investigated properly.

The incident that residents focused on the most was one in which police allegedly beat, held at gunpoint and kicked handcuffed suspects in Mooney Park on Sept. 13.

Councilman Willie Grant Jackson organized the meeting after receiving complaints about this incident.

Darrell Dryer said that he walked by Mooney Park on Sept. 13 and saw the young men lying on the basketball court being harassed by police. As he walked by, Dryer said, officers told him if he didn’t stop watching, he would be arrested.

“I’m scared of y’all,” Dryer said.

Another man, Larry Francis, said the same thing. He saw police chase a boy 10 or 11 years old, throw him to the ground and kick him three times. Francis also said he was told to leave when officers saw him watching.

Police Chief Roddy Devall said that the two young men were arrested and booked with selling drugs to an undercover police officer and then robbing him after the deal was completed.

A backup police officer chased the pair and arrested them, Jackson said, as he read from a police report. The arrest was videotaped by a camera in the patrol car, Jackson read from the report. The officers’ names were scratched out on the report because they are undercover officers, Jackson said.

Jackson, who organized the meeting, said he knew there was a problem with the police harassing residents, but he didn’t know how bad it was until hearing complaints at this meeting. Jackson said that he will work with the mayor, police and other city officials to correct the problem.

Mayor Mayson Foster told the audience that officials of the city and the Police Department will meet to discuss the issues raised Wednesday night.

Councilman Johnny Blount also attended the meeting but did not speak.

Devall and Foster told the audience that residents need to come to the Police Department or to the Mayor’s Office to file written complaints. Once a written complaint is filed, the Police Department’s internal affairs officer will investigate.

So far this year, the chief said, he has received seven complaints about police misconduct. An officer was suspended Tuesday after an investigation, Devall said, adding that he would not give the officer’s name.
