Greece leaders hope an independent investigation into the Greece Police Department will help restore the department's tattered image.

On Monday, retired State Police Deputy Superintendent for Internal Affairs Joseph F. Loszynski will step into a new role as Greece's public safety director. He will have wide latitude to investigate the department's handling of cases involving a former sergeant convicted earlier this year of multiple felonies and another now-suspended officer accused of coercing a woman into sex.

Police officer placed on leave

A decorated Corvallis police officer has been placed on administrative leave while he is being investigated for possible violations of police departmental policy.

Officer Dave Cox has been on paid leave since Sept. 14, according to Corvallis Police Lt. Dave Henslee.

“It’s going to give us the opportunity to investigate some potential policy violations,” Henslee said.

Henslee would not give the reason for the investigation, citing personnel policies, and he also would not say how long the investigation is expected to last or how long Cox might be on leave.

Police officers can be placed on administrative leave under a variety of circumstances, including after an officer-involved shooting, when they have been witness to a traumatic event or because there has been a complaint, either criminal or noncriminal, against them.

“We look at the situation and decide what is in the best interest of the employee, the department and the city,” Henslee said.

Cox has been a Corvallis police officer for six years. The department awarded him a Medal of Valor and a Challenge Coin in 2006, for risking his own life to save an elderly couple from a fire.

Cox is well-known in Corvallis for the number of DUII arrests he has made. In 2006 he had an average of 20 arrests each month, or one per shift. He was named Enforcement Officer of the Year in 2003 by the Oregon DUII Multi-Disciplinary Training Conference.

Since Cox has been on leave he has not been available to appear as a witness in court. His open cases are not currently moving forward in court. District Attorney John Haroldson said his office is waiting for the result of the police department review.

“Pending the receipt of information from CPD, at this point we are not proceeding for the next 30 days on cases for which he would be a witness,” Haroldson said.

Efforts to reach Cox for comment were unsuccessful.

Henslee emphasized the importance of doing a thorough investigation.

“It is completely possible that Officer Cox has done absolutely nothing wrong,” Henslee said.
