Bohol top cop raps predecessor

TAGBILARAN CITY, Philippines -- Bohol provincial police director Senior Superintendent Edgardo Ingking has filed before the National Police Commission (Napolcom) regional office a complaint for grave misconduct and dishonesty against his predecessor.

Ingking claimed Senior Superintendent Arturo Evangelista, now chief of the Regional Investigation and Detection Management Division based in Cebu City, "[damaged] the good image of the Bohol Police Provincial Office (BPPO) and demoralized its members."

Ingking cited Evangelista's report to then Philippine National Police (PNP) regional director Chief Superintendent Silverio Alarcio that the Bohol police had committed operational lapses while responding to the robbery of the Bank of Commerce on August 28.

Evangelista, in his memorandum to Alarcio, cited insufficient police visibility in Tagbilaran City despite incidents prior to the August 28 bank robbery.

This enabled the suspects to hold up the Bank of Commerce in broad daylight and to escape unhampered since there was no checkpoint set up in the neighboring municipalities, he said.

Evangelista also reported that the Bohol police did not have a specific reactive unit that could respond to an incident or a crisis.

He added that the police did not conduct aggressive follow-up operations as investigators did not have a clue on the suspects' whereabouts until a concerned resident called them up.

He also maintained that there was a lack of police operating procedures and supervision when two policemen went to the Dumaluan Beach Resort without informing their superior after learning of the presence of the suspects there.

The two responding policemen also allowed the resorts' security guards to arrest the armed suspects inside the resort rooms, Evangelista said.

The Napolcom-7 found probable cause to Ingking's complaint and recommended the filing of charges against Evangelista for grave misconduct and dishonesty, aggravated by his allegedly taking undue advantage of his official position.

Calibo, however, admitted that the Napolcom 7 investigators found that Evangelista did not leak his report, which was intended only for Alarcio.

Napolcom regional director Bernardo Calibo said they have forwarded Ingking's complaint to the Office of the President for clearance since Evangelista is a Presidential appointee.

However, Napolcom-7 denied Ingking's petition to place Evangelista under preventive suspension pending resolution of the case.

Ingking also accused Evangelista of lying when the latter claimed in a local newspaper that he created the Bohol Tourist Police although former PNP provincial director Senior Superintendent Sancho Bernales organized the unit.

Evangelista, in an interview, said there was a "misconception" with regards to his report on the Bank of Commerce robbery.

He also maintained that the issue should be left alone as it is an internal police matter.
