Police hearing held for Niagar

A Niagara Regional Police officer accused of having sex with several women in his cruiser while on duty is facing a tribunal of his peers.

Const. Steven Chitty, a 19-year veteran, made his first appearance Tuesday morning in front of a NRP disciplinary board to face 10 counts of misconduct under the Police Services Act.

Chitty pleaded not guilty to the allegations at the hearing, held in the police services board boardroom at 110 James St. in St. Catharines. No evidence was given.

Among the counts are five for discreditable conduct. Police officials allege that Chitty had sex on several occassions in his police cruiser with five separate women between Sept. 1, 2001 and Dec. 31, 2005 in St. Catharines.

Chitty also faces counts of disobeying orders by associating with an informant “in other than a professional manner;” failing to document all contact with an informant; failing to immediately turn over seized property; and not recording daily activities.

A disciplinary misconduct allegation for purportedly uttering threats against a woman on May 27 has also been lodged against Chitty. The officer also faces criminal charges for the crime. Chitty was off duty at the time. His next court appearance is Oct. 31.

Niagara Regional Police decided to file its own misconduct allegations under the Polices Services Act following a Special Investigations Unit probe, which closed on March 15, said NRP Supt. Joe Matthews of executive services.

The SIU, a provincial police watchdog, looked into sexual assault complaints lodged against Chitty by six women. It concluded there was no grounds to charge the officer with a criminal offence.

The NRP conducted its own review of the SIU’s findings, taking into account the policies of the police and conduct of the officer, Matthews said.

“When we conducted our own internal investigation, that investigation led us to lay the misconduct allegations against Const. Chitty,” Matthews said.

Chitty has been suspended with pay since March 28.
