SCORES of unidentified bodies may have to be exhumed, after a damning report by the Victorian Office of Police Integrity found inadequate procedures caused at least six missing people to be buried in unmarked graves.

NYPD: Police Corruption Report

An report by the NYPD Internal Affairs Unit says wrong-doing by police has increased. The report is for the year 2006, and says arrests of officers increased from 91 to 114, or about 25 percent.

REPORTER: NYPD Police Commissioner Ray Kelly said that over the last 15 years corruption has been cut in half, but there are occasionally spikes in the downward trend.

KELLY: You always have to be concerned about any report of corruptions, even one report -- one substantiated report -- is cause for concern. But I think you have to step back and take the big view.

REPORTER: The report was leaked to the New York Post. Kelly would not say whether it would be released publicly.
