Milwaukee Chief Asks for 'Inte

Milwaukee's police chief is pitching a plan to allow police officers to set up sting operations on each other, and she said the so-called "integrity unit" is the final piece in the monitoring of officers.

In her tenure as chief, Nannette Hegerty has faced the challenge of rebuilding the credibility of her department in the eyes of the community. She's taken several steps to improve the quality of the force and said citizen complaints against officers have dropped significantly while she's been chief. As she faces retirement next month, Hegerty is asking Milwaukee Common Council members to fund the final piece of her plan.

"I want all of the officers to do the right thing all the time," Hegerty said. "What better way to accomplish that than to always have the officers wondering, 'Is this part of an audit?'"

Such audits would weed out some officers, such as convicted Officer Steven Lelinski, who was convicted last year of sexually assaulting women he met on duty. The department received several unsubstantiated complaints against Lelinksi in the years before his arrest. An integrity unit could have conducted a sting to see if those allegations were credible.

The head of the Milwaukee Police Union said there are already methods in place to ensure officer integrity.

"She talked about raising the level of professionalism and the hiring process and the training and how that's led to a dramatic drop in citizen complaints against police officers," Milwaukee Police Association liason John Balcerzak said. "It seems like it's a double-payment for something that's currently being done out there."

Hegerty has asked council members to approve $227,000 to hire two detectives and two sergeants to conduct the integrity checks. She said she believes it's an investment that will bring her mission for the department full-circle.

"I think the higher the standards, the better the service. The officers are going to give to the community, and the better the police community relationships, and therefore the lower the crime will be because people will be willing to work with us, and those things are also important," Hegerty said.

Hegerty made her request to a common council committee. The full council will vote on a final budget next month.
