Illinois State trooper charged

An Illinois State trooper had the handcuffs slapped on him when he was arrested Thursday on one count of theft and three counts of official misconduct.

A criminal complaint was filed Wednesday in Winnebago County Circuit Court against Michael J. Rinaldo, 36, a District 16 trooper.

According to the complaint generated by an Illinois State Police internal investigation, between Feb. 10 and Aug. 20 last year, Rinaldo exerted unauthorized control of $300 to $10,000, all of it property of the Illinois State Police; failed to secure evidence; failed to transfer $2,393 by the end of his shift; and committed theft in excess of $300 by removing money from the evidence vault.

All four counts are Class 3 felonies punishable by two to five years in prison.

Rinaldo, who is believed to have worked with the state police for less than 10 years, was jailed briefly Thursday after his arrest. According to Winnebago County Jail records, he paid 10 percent of his $5,000 bond and was released.

Winnebago County State’s Attorney Philip J. Nicolosi said he has not assigned the case to a prosecutor yet. It must be presented to a grand jury before Rinaldo makes his first court appearance.
