A WOMAN preparing for her sister's funeral yesterday was left doubly grief-stricken when her son was shot dead by police after he allegedly rushed at them with a tomahawk.

Police complaint laws review

LAWS controlling complaints against police will be reviewed "in a hurry", says Premier Mike Rann, who again ruled out an independent crime commission.

Mr Rann said the Government took the views of State Coroner Mark Johns very seriously.
He said he had discussed the review with Attorney-General Michael Atkinson and there had been a series of recommendations from the Coroner in relation to reviewing the Police Complaints Authority and the legislation governing the authority.

"That review will take place," Mr Rann said.

"It will take place in a hurry."

His comments came as the Opposition continued to push for an independent crime commission inside and outside Parliament to investigate issues like the Christopher Wilson case and those in the Mullighan inquiry.

Earlier today, Mr Johns said South Australia must join other states such as Queensland and Victoria and countries such as NZ in reforming how complaints against police officers were investigated. In a 102-page finding, Mr Johns found Holden Hill police made 49 mistakes in failing to investigate allegations Christopher Wilson, 23, of Aberfoyle Park had been shot by a mentally ill youth, despite having intelligence he was armed with a revolver.

Mr Rann said the Coroner's report had nothing to do with an independent crime commission.

He said they were about a failure in police procedures and leadership, nothing to do with corruption by police, saying: "There was no suggestion of corruption, only suggestions of inappropriate practices and that's why we are going to act on the report."

Asked if he was still opposed to an ICAC, Mr Rann said: "I have said that so many times."

Opposition Leader Martin Hamilton-Smith said the Rann Government's six years in office had been noteworthy for its resistance to openness and accountability, saying: "It's time the Government accepted that we are right and embraced the need for an independent anti-corruption body."

Mr Hamilton-Smith said the Coroner's report was just the latest in a series of reports, including that of former Justice Ted Mullighan and a former auditor-general which highlighted weaknesses in the system.

A legislation review has been backed by Mr Wilson's mother, Julie Wilson.

"I just have had years of pain and heartache and I have had a ringside seat and this must never happen to any other South Australian," she said.

"The public must have confidence in their police."
