El Salvador's national police chief stepped down on Saturday after local media reports accused two close advisers of corruption and links with drug traffickers.

Two aides to police chief Francisco Rovira resigned on Friday after media investigations said one ran a private consulting firm with suspected drug traffickers as clients and the other used police license plates without authorization.

"This morning, (Rovira) told me he wanted an open and transparent investigation and that's why I accepted his resignation," President Tony Saca told a news conference.

New Policy Statement For Polic

Neighbourhood policing and crime reduction efforts through intelligence led policing are prominent features in that plan.

"The police force has recognized for quite some time that effective policing will result when partnerships are created with the different sectors of the community," the policy statement reads.

"Neighbourhood policing is the programme that is being used by the Royal Bahamas Police Force to ensure that members of the community have a greater voice in the way that officers ‘police’ their areas," the statement continues.

There are eight elements listed in the statement that will help enhance neighbourhood policing.

They include introducing high visibility policing within each community, reviewing and further developing existing community initiatives and decreasing the possibilities of public disorder.

Corruption and traffic management are also target areas.

"The question of corrupt practices has long been an issue for the Royal Bahamas Police Force," the statement says. "Its impact on an institution has a wide range of corrosive effects."

To ensure that the public is confident and the police force’s integrity is maintained, the acting commissioner indicates that being transparent in the investigation of matters of corruption involving members of the force is key.

The acting commissioner also indicates that the force must exhibit a willingness to work with a regulatory body established to monitor police related allegations.

"In high profile matters where members of the police force have been vindicated, ensure that the integrity of the officer in relation to the matter is not left in doubt," the statement reads.

With regards to traffic management, the acting commissioner has committed to improving the level of safety on the streets of New Providence and the Family Islands.

"As this country develops, the volume of traffic along with its associated ills are manifested," the statement reads. "The number of traffic fatalities is still a cause for concern."

The acting commissioner has committed to the effective deployment of traffic officers during peak hours and the proper management of hot spots.

He also commits to targeting those persons who abuse the laws and regulations that govern the country’s streets thereby increasing the level of danger to lives and property.

Acting Commissioner Ferguson also intends to use different media to promote the kind of behaviour required of drivers, motorcyclists and pedestrians that would ensure safety.

In total there are nine goals that Acting Commissioner Ferguson has identified as fundamental to the development of the police force at this time.

He asserted that what is likely to change is the strategy that is deployed in attaining them.

Crime remains a grave challenge in the Bahamas, like many countries in the Caribbean, so much so that CARICOM officials recently met to deal specifically with this menace.
