No end to corruption in police

Though the Punjab government has introduced several new steps in the police department particularly in the traffic police to end corruption, yet these steps are bearing no fruit.

These were the views expressed by the newly appointed sub-inspectors in Punjab Police, on the condition of anonymity, officiating duties in Saddar.

Fresh graduates in their early twenties performing their duties at a wagon-stops in Rawalpindi told ‘The News’ that though they are getting Rs18,000 yet this is meagre amount in the present circumstances.

They are not married yet and even then they failed to pull on due to sky rocketing prices of daily use commodities. No facilities are being provided to them even medical, provident fund or pension.

They have just been appointed by the Punjab Government and are only drawing Rs18,000 as monthly salary. Then how it is possible to say that corruption would end in our department, they said.

We beside others are also getting gratifications from the wagon owners, taxi drivers and Suzuki drivers while ignoring violations of traffic rules by them. Otherwise they could impose fine of over Rs500 to Rs1,000 on a traffic violation, they added.

The transporters without hesitating pay them Rs100 to Rs200 while keeping the amount inside licence book and handover it secretly, they said.

Discussing the ways and means to weed out corruption from their department, they said that it is very difficult task. It could not be eliminated but controlled only through different measures. First of all the provincial government should fix minimum salaries of a SI up to Rs25,000 if it is determined to control corruption, the officers said.

Secondly, the traffic personnel appointed by Punjab Police under the new system should be provided all other facilities entitled to the federal government employees. Medical, transport, conveyance, petrol charges, provident fund and gratuity should also be given to the traffic personnel working in the Punjab Police Department, they demanded.

If all these facilities are awarded to traffic personnel, then an ASI, SI and even sergeant would think again and again before getting any gratification from transporters. But it seems difficult that the traffic staff appointed by the Punjab Government would get all such facilities, they said.

“We daily earn up to Rs1,000 from transporters during action against them, the two sub-inspectors claimed openly. The confession by the inspectors of getting gratification is clear evidence that corruption is still continuing in traffic police department and the efforts of the Punjab Government has not bore any fruit.

The only option left now with the provincial government is either to accept the demands of the traffic police with regard to increase in their emoluments and provide them all facilities to control corruption in the department. However, the conduct and behaviour of new traffic personnel is good who are educated, young and active.

Despite repeated attempts SSP Traffic Sabir Ahmed could not be contacted as he was not available in his office and on his cellular. His personal assistant asked to approach Ahmed Bhatti, SP Traffic, in this regard, but he was also not present in his office. His cellular phone remained powered off or busy.
