Attorney General Jon Bruning announced today Franklin County Police Officer Matthew Bower entered a plea of no contest yesterday to one count of second degree sexual abuse of an inmate and to one count of official misconduct.

Ethics commission clears 2 cit

The Police Ethics Commission has cleared two Montreal police officers of a complaint they exceeded their authority when they were on duty at Côte Vertu métro station in June 2005. A man who was a minor at the time alleged that Constable Alexandre Konstantis searched him illegally by removing his wallet from his pocket. He also alleged that Konstantis and Constable Josaphat Jean-Baptiste acted illegally in ticketing him for loitering. The commission ruled the officers had every reason to ticket the man after he refused to move on and found no evidence they acted with malice or in bad faith. It also accepted Konstantis's version when he said he grabbed the complainant's wrist, and did not put his hand in the youth's pocket to get his wallet.
