Former top detective facing fr

A FORMER high-ranking South Wales Police officer has appeared in court charged with conspiracy to commit fraud.

Detective Chief Superintendent Phil Jones, 63, of Aberfkenfig, appeared before Bristol Magistrates’ Court on Wednesday for a short hearing before the matter was committed to Bristol Crown Court on December 1.

Jones, who was also charged with conspiracy to commit misconduct in a public office, retired from the force more than 10 years ago.

It is believed the charges are not connected to previous or ongoing South Wales Police investigations, but relate to recent information and intelligence.

Two other men are also implicated.

Detective Constable David Thomas Lloyd, 53, a second retired South Wales Police officer and former member of police staff, from Penyfai, Bridgend, was unable to appear in relation to the same case because of medical reasons.

He has been charged with conspiracy to commit misconduct in a public office and money laundering and will now appear at Bristol Magistrates’ Court on August 20.

The offences relate to the unlawful disclosure of sensitive information.

A third man, Christopher Barnett, 36, from the Vale of Glamorgan, also appeared at Bristol Magistrates’ Court charged with fraud offences.

His case was also committed to Bristol Crown Court on December 1.

The investigation has been carried out jointly by the South Wales Police Anti-Corruption Unit and the Serious Organised Crime Agency and follows an initial arrest phase back in January 2008.

Jones took charge of the high-profile investigation into the murder of Geraldine Palk in Fairwater, Cardiff, in the 1990s.

He spent seven years hunting her killer before retiring in 1997.

During the investigation Jones led, more than 120 detectives were assigned to the case with 16,000 names put on to a database.

DNA science finally pinpointed Ms Palk’s killer Mark Hampson, who was ordered to serve at least 20 years for the murder.
