Phillippines: All 29 cops in A

OAS, Albay, Philippines—All 29 police officers in this town, including their chief, were relieved for retraining after a robbery-holdup incident, which caused the death of two security guards, occurred just 100 meters away from the police station and proved "operational lapses" in police conduct.

"How could a crime happen just a few blocks away from the municipal police station under broad daylight?" an irate caller, speaking on condition of anonymity, told the Philippine Daily Inquirer a day after the robbery-holdup of the Nolasco Mini-Mart last Wednesday.

The caller said it was the eighth robbery-holdup incident in the town center this year, sowing fear among local business owners.

The caller added that Oas residents were blaming the police for their negligence.

Killed in the incident were security guards Elmar Issagira and Edmundo Romero, both of Oas town.

Store owner Ajerico Nolasco was wounded after he hurled a bottle, wounding one of three bonnet-wearing robbers, who immediately fled.

In an interview Monday, Senior Superintendent Joel Baloro, Albay police director, said, after inspection of the Oas police, the policemen being relieved were found out to be "inefficient" in responding to the people's security needs.

He said the incident occurred at 6:45 p.m. on September 10 and had the police been visible still at that hour, the crime could have been prevented.

Before the relief order's release, Chief Inspector Mario Medios, Oas police chief, denied there was no police visibility in the Oas town proper.

"We have two checkpoints and our police are augmented with local public safety officers," he told the Inquirer in a mobile phone interview.

However, he added, it would still not be enough since the standard ratio and proportion of the police force to the population is one police for every 1,000 citizens.

"We only have 25 policemen who are being deployed in the field while the population of Oas, Albay is around 75,000," Oas Mayor Gregorio Ricarte said.

"The 29 policemen will undergo a 45-day refresher course, not on sophisticated operational know-how but, simply, on values-formation, probably just like your grade school GMRC (Good Manners and Right Conduct)," Baloro said.

He said the purpose of the values-formation course is to restore their discipline and work ethics.

He added that while the police officers are on training with pay, 20 members of the provincial mobile group will temporarily man the derelict Oas Municipal Police Office.
