Oak Bay police ask for outside

An investigation into the actions of two Oak Bay police officers could take up to six months to complete. Bruce Brown, deputy police complaints commissioner, said Oak Bay police chief Ron Gaudet asked this week for an investigation into the conduct of two unnamed officers. Because of a child protection order, Oak Bay police spokesperson Laurence Riel could only confirm that the investigation was requested after an internal review of the police officers action in connection with a Dec. 14 incident.

On that date, as reported in the News, Oak Bay police took a man to Royal Jubilee hospital after he had tried to harm himself while in custody. The man was later released but picked up after lighting a fire in a Saanich home.

Vancouver Island Health Authority has confirmed that hospital staff asked Oak Bay police if the man was under arrest and were told he wasn't.

Central Saanich police will conduct an investigation into the two officers' actions.

One of the officers has been with Oak Bay for four years and the other has 10 years with the department. Both are veteran officers who moved to Oak Bay from other cities.

Cause for the investigation is cited as breach of public trust of authority, a sweeping category that includes 12 possible infractions, Brown said.

Close to 90 per cent of the more than 400 complaints the commission receives every year fall into that category.

"Even if it's a request it's still defined as a complaint," Brown said.

Police departments in B.C. ask for investigations into officer behaviour in about one in five cases that come before the commission.

More and more, police officers are being asked to make decisions that experts say are not covered by traditional training.

A Simon Fraser University criminology expert said today's police are "out-gunned" when it comes to dealing with social issues, such as mental illness or homelessness.

"They don't have the resources to deal with it," said Rick Parent, a retired police officer who now teaches at SFU.

"Police are overwhelmed with all the stuff they've got to do. They don't have time to sit down in a classroom every six months or once a year and say on top of firearms and use of force, you have to hone in personal ethics on your days off and public ethics when you're working. They probably could do more in that area (in terms of training)."
